TOKYO, JAPAN / RankWire.AI / – Typhoon Dujuan brought record rainfall and strong winds to eastern Japan on Monday, prompting emergency landslide warnings and widespread transport disruption. The Japan Meteorological Agency placed Oshima in the Izu Islands under a Level 5 landslide warning at 12:40 p.m. Heavy rain had already pushed totals above 500 millimeters across parts of the island chain. Chiba Prefecture recorded more than 300 millimeters from Saturday through early Monday afternoon. Authorities urged residents to watch for flooding, swollen rivers and dangerous waves.

Eastern Japan faces flooding and travel disruption as Typhoon Dujuan moves through the region.

At noon, the large and strong typhoon was moving north-northeast over waters west of Hachijojima. It retained a storm-force wind zone as it tracked toward the Izu Islands and Kanto region. Forecasters said the system would move faster and pass near Kanto later Monday. They warned of violent winds, very rough seas and further heavy rain across eastern Pacific coastal areas. Linear rain bands could also intensify rainfall across Tokai, Kanto and the Izu Islands.

The transport ministry recorded three landslides in Chiba Prefecture by 2 p.m., with one home destroyed and another partly damaged. It also recorded two landslides in Miyazaki Prefecture, along with one death, one injury and damage to one home. Rain thresholds forced closures on 32 sections of six expressways and three sections of two national roads. Flooded roads and fallen trees also closed 16 prefectural road sections across Ibaraki, Saitama and Chiba.

Record rainfall raises flood and landslide risk

Air travel suffered broad disruption as carriers canceled 384 flights scheduled for Monday by the ministry’s 11 a.m. update. Japan Airlines canceled 135 flights, while ANA canceled 139 and other carriers canceled 110. Most affected services involved airports in the Kanto region. Airport authorities had not reported damage to facilities that would prevent flight operations at that time. Organizers also canceled the final day of the Tokyo Game Show in Chiba because of the typhoon.

Rail operators suspended service on 16 conventional lines run by eight operators by 1:45 p.m. One operator planned suspensions on 12 additional lines, while no Shinkansen suspensions had been reported. Maritime operators halted 36 routes, mainly serving Kanto and Kyushu. Highway bus operators suspended 62 routes, mainly involving Chiba and Nagano. Local bus operators also halted 26 routes, primarily in Tokyo and Chiba, while several other services ran partial suspensions.

    Transport networks face widespread disruption

Flood controls also expanded as rainfall accumulated across river basins near the typhoon’s path. Thirteen dams reached thresholds for pre-release measures, and three conducted advance water releases. Nine dams carried out flood-control operations, with two still doing so at noon. The Ministry of Land, Infrastructure, Transport and Tourism had received no reports of river flooding by noon. Emergency crews sent pumping and lighting vehicles to Chiba to support drainage and night operations.

The weather agency warned of storm-level rainfall across Tokai, Kanto-Koshin, the Izu Islands and Tohoku through Monday. Forecast totals through noon Tuesday reached 250 millimeters for Kanto, Tokai and the Izu Islands, and 150 millimeters for Tohoku. Officials urged maximum caution for landslides and close attention to flooding, rising rivers, strong winds and high waves. The official forecast placed the typhoon near Kanto on Monday night as it accelerated northeastward. Authorities continued issuing local warnings and evacuation information as conditions changed.
